Why hasn't the surrender system been corrected?

(Edit: I feel like I should make it more clear that the other two people, aside from the duo, wanted to the game to end as well and we repeatedly tried to ff. See comments below, this thread is less to talk about that specific game, though it is the reason I made this thread, and more to explore the possibility of implementing a system where this is more difficult to pull off. Something similar to a 3 strike system, where if 3 of 5 people vote for an ff at least 2 or 3 times the game should be forfeited. As 3 of 5 is still majority.)

I was just trapped in a 45 minute game by a duo who both fed 1/13 and 3/12, but they refused to ff. "Game's gotta be longer." in chat when I said something about it. This usually doesn't bother me, it's happened before. But out of fear of being reported and punished with riot's new happy trigger finger (Can proudly say I've never had an account banned though), I can't flame or afk the game. Tried to open, but was spam pinged for a good 5 minutes and decided to just play it out. 4 votes were called from 20-45, each vote coming out as 3 votes to ff and 2 to not.

Why hasn't a system been setup where if multiple ff votes come out as 3/2 an ff is called? Unless I've forgotten how to count, that's majority Riot. It's too easy for a duo to ruin the experience of 3 other players with the 4/1 ff system.

You were not trapped, and the game was not lost until the nexus falls. A 45 minute game is not “trapping” you or holding you hostage or anything.

If you can’t agree to keep trying to win until the game actually ends, don’t play League. You’re being an asshole to others with your defeatist attitude.

Regardless of whether the game was a drawn out loss or not, you are NEVER held hostage just because a surrender didn't happen. This means it doesn't matter if it was a duo party denying it or you're the only one who wants to give up.

Next, it requires a super majority of 70%. This means a normal majority of 60% will not pass and you need to deal with it.

Lastly, the instant you hit "accept game", you are agreeing to play the game out from beginning of champ select to a nexus blowing up at the end.

I'm sorry you don't like your games to be anything but one-sided stomps of 25 minutes or less. A 45 minute game is far from unheard of and was at one point the upper length of the average game.

Maybe this is a better system for surrendering:

15-20 mins: Unanimous (5-0) 20-30 mins: At least 4-1 votes 30+ mins: 3-2 votes
