Can anybody explain why my new build has unstable FPS ONLY IN LEAGUE!?

Before this new PC build, I had an i5 6600K CPU, a GTX 970 GPU, z170-HD3 motherboard with 16GB DDR4 RAM and SSD hard drives and playing on a 144hz 1440p G-Sync monitor. I used to get steady FPS at 144 without fail. If i'd uncap the frames, it would be much higher and never would dip and become unstable. However, with my new build (components listed below) I cannot maintain steady FPS. Even if capping to 120 and relying on G-Sync to smooth everything out, the FPS can dip into the 90's. I am really confused and not very knowledgeable with this sort of stuff, but have tried multiple suggestions that I have found in online threads to no avail. I've had afterburner running during gameplay, and the GPU clock was constantly varying between ~400MHz-1350MHz. When at the higher value, GPU usage showed ~12% but when at the lower value it was ~40%. CPU total usage always sat around 20% or under. I looked into this also, and with league client (in game) the "CPU11" was always running above 80% but all of the others were hardly in use. And to clarify; there are no other applications running while I play league. I have experimented with this and the problem persists (although, with my old setup I could have multiple other windows and applications running without effecting my league client...). This issue is also NOT heat related nor any voltage issue as I have stress tested the build multiple times and I don't run overclocking during league of legends gameplay and I shouldn't have to..

THIS ONLY HAPPENS IN LEAGUE OF LEGENDS - I have NO OTHER ISSUES with any other games that are way more graphically intensive, even with godrays on. E.g The Witcher 3, A Plague Tale - Innocence, The Forest, Monster Hunter, etc. In these games, the GPU will constantly sit at a much higher MHz reading the whole time and doesn't dip into the lower values like league does.

My NVIDIA Control Panel has all the setting set as recommended as per all of the other threads that I have read, I have reinstalled League, reinstalled graphics drivers, set all NVIDIA settings to default. Any other advice would be appreciated! Also to note; I have 2 monitors set up. One is a 60Hz 1080p (used as secondary monitor) and the primary one is 144Hz G-Sync 1440p.

NVIDIA GeForce RTX 2060

AMD Ryzen 5 2600x

ASUS Prime B450-PLUS motherboard

16GB DDR4 RAM

250GB M.2 SSD (Windows 10 OS installed on, as well as League)

500GB Samsung EVO SSD (all other games installed on)

Corsair 650W PSU

EDIT:: I have just tested with the 60Hz 1080p monitor disabled, and the issue seems to be gone. Perhaps there is a problem with the different resolutions being active at the same time?

Hi, i have a related but different problem. I'm having ghost lag where I appear to be dropping fps and and missing stuff but everything on my screen says my ping and fps are fine.

When I check my gpu usage it shows 0% use. So much like you, with this new client/latest update, I've been experiencing an unsolvable stutter in LOL but no other game, despite the fact I have done every single solution found on all the various LOL threads.
