isnt dk garen (the twitter code for a free one) an eu exclusive? I remember trying to do it and never getting a code.
Just submit a ticket to Riot Support and include the names of both skins in both the subject and description of your ticket (and some context of course, tell them it's not working and ask if they can give it to you). Sometimes the blitzcrank bot will give them to you right away, but on the off chance it doesn't, Riot will put them on your account when the ticket is answered.
