EUW server in constant maintenance! Why?

It has come to my attention, that the EUW server seems a lot buggier than the rest of the LOL servers and I want to know why. It is beyond frustrating when you complete the 9.3 patching process ( that by the way took a good 20 minutes ) to have the serve shut down for maintenance for, what was meant to be an hour and turned out to be for an unpredictably longer amount of time. Every time there is maintenance going on on this server, I have been checking for the past year, what other servers are experiencing ( like EUNE) and, to my amazement, they were all doing great! And please dont tell me that it is just the fact that its a different timezone.. its jsut 2 hours difference

Can a Rioter please explain to me why this server is so inferior to the rest? I have been considering moving to another server for this reason, so please enlighten me?

Also, it would be useful to specify for how much longer the server is supposed to be offline? Excuse me, but do you really need to shut down the entire server because of League voice issues? The client was supposed to be online 30 minutes ago, and yet it is still offline because a very minor part of the game is not functioning..

I am sorry but you really might be in need of better programmers...
