I feel like Conqueror is a placebo rune. This is because the use of true damage. 20% of damage dealt is true damage... this means that you are doing 80% normal damage which is 100% of your normal damage and on the side you are doing true damage which is 20%of your original 100 % damage output... what is stopping armor or mr from blocking some of that 100% of 80% damage that isnt true damage?

I'm confused at what you're trying to get at. My perception of the rune is that they incorporated a smaller Camlle Q that also gives a decent amount of AD. The true damage helps in shredding whatever target you're going for. This is a decent leap for AD Bruisers who had to deal with the tank meta. Unfortunately it also buffed champions that were already strong to unholy proportions. Biggest example is Master Yi who not only has extra true damage from this rune and his E but also has a faster proc from the rageblade to the point both tanks and squishy carries aren't safe. (Unless the team knows that Hard CC is the biggest counter but it's ranked/soloqueue so it's meh)
