I have a question regarding transfers . I'm planning to transfer one of my accounts to another region ... currently in diamond but when I transfer I want to play a placement match in the new server. If I get a lower tier than I am there and I transfer back to my original server to claim my rewards for diamond , will I still keep my border when I transfer to the server I wanted to go to even though I was placed in a lower tier from before . (trying to explain it the best i can to you )

i dont think your tier is kept. You will have to get there again and yoi will be rewarded for the tier you have at the end of the season on the server you are at the end of the season. To be sure you can write a ticket to the riot games support though.
