If I played only 3 ranked games in preseason (and lost) will it affect my placement ?

I know that preseason MMR is one of the input to rank placement, but not sure if there is a minimum requirement for quantity of games to make this MMR effective (have effect)

It does a little. It doesn't really matter at all though. Most silver will get placed in bronze to start the new season.
