No one plays this champ anymore
i think its save to say that 
is not really populair in league anymore, thats why i think he could need a rework or a pretty big buff.
That will make more interesting of a champ to play if he got a change.

Yeah, he needs a rework which gives him a kit that is actually balancable, or else he is either beyond broken (i.e. buff him now and he just shits on everything because of his kit) or utter trash (i.e. his current state).
For a champ to not be popular is not a good reason for a rework or a buff. Riot said it. If there is even one player that can play this champ (and hi is not outdatet like Galio) Riot's job was fulfiled. For example I am a good player of Skarner I once was a top Skarner player in my elo (after the rework). Now I don't play him so often but if I do play him I will play as a god Lee Sin one trick. It's about the theam not the strenght. This is why people still play Azir. Of course it is not always this way. This is the reason why every second guy is a Yasuo main.
My boyfriend makes people cry with his Skarner. It's a very scary thing. My thing is, and I'm like this too, if the champion doesn't look cool enough or pretty enough, I'm not playing them. That's the issue. Maybe give him a rework on his look?
