Draft Pick Griefing

I'm not sure where this belongs, so feel free to ban/relocate/react any way you need to.

I was duo-queueing with a friend. He is a new player to the whole genre, not just League. As such, he has a hard time playing different champs. We were in a draft mode and declared our champions. He declared Sejuani, I declared Veigar. Out of nowhere, the first guy (support role, I think) bans Seju, and when I call him out on it - deliberately picked Veigar. That kinda tells the guy/gal is toxic as heck, and I really don't want to be stuck playing with a person like that for 20-30-40 mins. Hence, I dodged.

Now, here is the real problem: I ended up being punished and waiting 6mins for dodging the queue. I understand we can't do anything to prevent this kinda thing - humans are humans and all that. I just don't want to be in a situation where my options are either suffer the game with a dou... not-a-nice-person like that, or dodge and receive the penalty. This was a usual draft, now imagine how I'd feel if it were ranked?

I guess, what I'm saying is - can we have a safe way to re-queue? Maybe a vote for everybody, so we can safely leave, or at least a pop-up asking why we are leaving? Sure, it would still give me a 6min penalty for dodging (dodging should not be encouraged) but will give me an opportunity to report the player at fault.

Why you drop anyways. Just play and then report him.
