The one manipulating here is Hashinshin. Riot did not state that top lane is fine right now nor that the claims of the community are irrelevant.
What they said was that just because something seems to be an obvious problem for the NA community (for example) doesn't always have to be true when it comes to statistics.
They simply showed how Riot is using their data to figure out these problems and find out if this is a general problem with the game or just a regional thing.
This can take time to analyse. And Riot admitted that the data is pointing in the direction that top lane becomes a less desirable position to play and that actions are needed here.
Hashinshin is putting words in Riots mouth they never said. He is manipulating the viewers of his content and it's really sad to see this.

However, he's right about the way riot tries to dodge questions with crappy graphs. They did it with the blue essence nerf too. Read a book called how to lie with statistics... I'm honestly not sure that whoever is doing it though is actually properly trained in data analysis or not.. I'd like to think they're not dishonest people
Riot only defined Plat 5 as "High MMR" because if you actually go to High MMR (2200+) top is even more fucked. Any decent player understood by now that you cannot carry as a toplaner. You can only play good consistently and then climb through that, but you cannot actually carry a game.

Riot didn't even imply top lane is fine. Hash is arguing a point that Riot never actually made so he's not really accomplishing anything.
In the Riot post it mentioned that their data shows a downwards trend in top lane picks as MMR increases in all regions and they are currently looking into why it is happening.
The purpose of the Riot post is to show that the opinions that one group of people or one region has can be entirely different from what another group thinks. That's why when a group like Boards/Reddit is complaining so much about top lane, they can't just take everything they say at face value and they need to also look at other groups and see what their opinions are and why. There's probably many issues that Boards has with top lane that other populations have too, and some where they disagree and it takes time to try and figure out which is which.
Hash's problem is that he's trying to look at the data under the assumption that top lane sucks already being an established fact. You can't do that. Your baseline assumption needs to be that there is no effect, and you need to find evidence to disprove that.

I was a bit critical of that post as well because it did kinda sound to me like it was trying to skirt around or even dismiss the issue while data shows top was in decline. Their approach was so "global" that they can't solely listen to english boards but the data shows even as low as platinum 5 which is 1800 mmr top lane is tapering off some in pretty much every region as of late. Of course lower ranks aren't so impacted. It's much easier to have fun and overperform in lower ranks.
Still maybe dismissing it wasn't the intention. But it does come across like it.

As far as I understand, top lane has always been the easiest solo carry role for the majority of the game's life. It's not the most fun, but certainly the best role for solo queue. The only time I ever touched plat was at the end of last season 1tricking Jax
Hanshinshin is like a more annoying Tyler1 who thinks he knows everything. Dude needs to stop yelling and get some anger management classes.
If Trashinshin wasn't such a doofus he'd understand that top lane being one of the least picked roles isn't inherently a problem and that it is so low because it is one of the most boring, brainless lanes to play.
