Ahri does comparable damage with comparable waveclear, has a skillshot CC that amps damage, and has mobility, but Ahri's poke/damage tool isn't blocked by minions (meaning you have to stand in minions to avoid the charm, but step away to avoid getting chunked by her orb), Ahri has more mobility, her charm has a shorter cooldown than Zoe's sleep, and there is no delay before you get charmed that you can flash away or use a defensive cooldown.
