He has been picked more than once. And has won at least once (although not due to the Ez).
He is broken man, I think as a jungler his 3 is really strong but laning you just hide behind the minions. Also in lane you don't have red buff applied to you...
He's super reliant on blue early on though. That's usually a sign of a bad or at least sub-par jungle champ.
That's why Amumu, Fids, and a few others are fairly rare. The best pro jungle champs can succeed no matter what they get.
Like no matter how you slice it, these characters will always be relevant regardless of their farm: 
because their kits don't require items to be useful.
If Ezreal gets starved? No CC, no remarkably high base damages, minimal AoE impact. It's gonna be a rough game.
