If i use lifesteal item with items that have "healing effects increased" does that make the lfiesteal stronger?

Yes... lifesteal is a healing effect
If you are referring to Spirit Visage, yes. The game will even increase the actual lifesteal number that's displayed on your character sheet by 30%. If you are referring to heal and shield power like what's on Ardent Censer, no.
