Pretty much entirely pro play, but you know what... That's totally fine. This is called a top down balance model, and is the most effective way of making a game balanced. Compared to a bottom up balance model which just causes the balance to go to complete shit the higher up the ladder you get as players get better. You generally want to balance a game around the players who are the best at the game no? Rather than balancing the game off of people who have no idea how to play the game properly (which isn't meant to be an insult btw, we don't live and breathe lol like pros).
Imagine if the game was balanced completely from the lower elos. The higher you climb, the more cancer the game would become as players got better and abused champions that weren't strong in low elos.
Look at Ryze, if he was balanced around Bronze he'd have like a 60%+ winrate in Plat/Dia and even higher in LCS.
What would happen if champions like Warwick or Wukong were nerfed to shit because they can be played pretty well with success in the lower elos. He'd be even more garbage in the higher elos then he already is.
