is it just me or is Sion too mobile for a tanky champion?

I understand that I'm an unskilled player, and only been in low elo bracket throughout my time playing league of legends on all my accounts. Still this doesn't make sense to me, how someone can fight back with greater strength even they've been losing the entire lane phrase. You cannot just let a champion buy one MR item and turn it all around despite all the mistakes they've made.

His ult is his only form of mobility. Even if he had a dash or higher-than average mobility, all of his moves have significant outplay to them. You can sidestep or interrupt his Q, his shield can be penetrated before the explosion, his E is not only a skillshot, but has short range when not connecting with a minion, and his ultimate is extremely telegraphed from the sound, as well as being easy to dodge because of the slow turning speeds.
