Report for being "toxic"

Before there was a ban called "Unskilled player", and they removed it because (probably) it was abused and riot cant be bothered to reply to all of them all the time so removed it. And heres the problem, why does riot today punish flaming in chat so harshly, dont they know other people can mute other players? Still its not like i will wish the best for the kid that is intentionaly feeding. So its just dumb by them to destroy peoples accounts for being titled and flaming (yes, i got perma banned for being toxic) anybody can mute you and you can mute anybody, it isnt crucial to communicate in chat (atleast in low elo) pings are enough, most players dont even ping or say anything. Do you agree with me that riot is too harsh on punishments on being toxic in-game?
