currently Ahri's Q has a 7 sec flat cd, and it is very long when many Mages primary ability has around half the cd while being around the same damage.

The problem with current Ahri is that she only has single target damage and nothing in her kit encourages her to use her Q to the enemy to get any benefit. Her Aoe damage part of her Q is signficantly not used after laning phase. It is only used for when you land charm and deal single target burst to the target.

Now by giving Ahri's Q lower cd for each champ Ahri hits with Q, I feel this will give Ahri more potential to participate in teamfights and more options and play in a playstyle designed for ahri, a mage playstyle.

The problem with Ahri before was that, her W and R, when it is a strong AOE, it just ends up being a stat checking ability, which for Riot is very unhealthy. So, givimg her ability to use her Q as a more consistent AOE damage in teamfight can potentially make Ahri a fantasticlly fun midlaner to pick again who can choose to burst a single target or play around using R and Q to get as much cdr as possible by landing multiple Q hits.

Listen up, and take this to internal testing so that maybe next preseason we can get the game back on track -

Make mana costs more meaningful so people can't just throw stuff out and whiff without repercussions, reduce access to CDR on most non-support items, remove first tower gold bonus, revert global passive gold generation to around what it was in S1 or 2, and cap kill bounty bonus gold at 600g. Buff inner (inhib) and second tower durability, drop champion damage totals by about 5% across the board to make up for some of the damage creep, and -if you insist on keeping crit in the game ( know it's weak right now, it won't stay that way I assure you)- bring back dodge as a stat (even if it's just on boots again). Once gold gen and first tower gold are gone, rework scuttle crab to be like old dragon - a 150g team objective that is hard to solo, and make it spawn randomly on either side of the river (only 1 at a time, with old dragon's respawn timer too). Stop throwing true damage on champions, stop giving tanks % HP damage, and go back to your original design standards for assassins (because assassins require way too much of an explanation to get into right now, this is the best description).
