Is it possible to get Noxus Poppy at all?
I kind of like how the skin looks but when looking at the League wiki it says the skin is discontinued. Does this mean it will never be re available?

Lootboxes give out retired skins, besides some special ones like PAX. So I think you can get it one day.
I just got Noxus Poppy from a skin shard reroll a few days ago.
Riot opens up the legacy vault now and then for the chance to get retired skins.
So you can wait for that to pop up again or you can get it through Hextech shards. I believe mystery gifting can also net you legacy skins, so there's always a chance from that as well.
