Abuse his W cd in lane and land cc on him when he lands on his ult because the landing spot is guaranteed.

A lot of it depends on what champion you're playing really.

Get boots, try to stay mobile, abuse whatever strengths your champion has. Don't ever follow him unless necessary, just ping and try to take tower.
