Account Name Swapping Rules And Reasons Why I Was Lied To

In the past and currently you have been allowed to swap usernames between accounts you own if you prove they are both yours and the summoner name is still active. I requested to transfer my account names and I was denied because one account was banned. There is nothing in any rules that states the username of a banned account cannot be transfered to an account that isn't banned and I still own. No rule says I cannot do this. I just want to swap names. I was told I must wait 2 and a half years before I can reclaim the name. That is insane. The rule is inactive accounts lose their name. My permabanned account was inactive for 1 year and now I am currently playing again. This makes the account active and it shows I still own the name and account for 2.5 years. Why can I not transfer the names if I own both accounts and it isn't in the rules. I realize my banned account is gone, but nothing says I can't have the name back. Please help give me my name back.
