Unfair punishment system?

Today Jan 16th I decided to play some ranked for Sett, a champion I was very excited to play as. And I finally get into a lobby where no one banned him and I was the first to choose him. Then someone else takes him, I was not able to choose someone else on time so I got queue dodge timer. How is this fair Riot?
