Harrowing Legacy Skins

Soo i'm guessing this year's Halloween event isn't called the Harrowing but Tales from the Rift with skins for Ekko etc. Will the previous Harrowing skins that are now legacy, be available for purchase?

Most definitely, even if the event is renamed it's still basically Halloween.
