Hard-stuck silver and declining on a smurf account. Need some tips. Please?

I was banned on my main that was gold 1 with plat 2 mmr and was climbing rather easily. Probably would have hit at least D5 had I not been a little child and flamed people. But I learned my lesson. Anyway, what am I doing wrong? I cant seem to win anything anymore. I get people who A) Feed to no tomorrow making games 90% unwinnable unless a miracle happens. B) Get a jungler who runs down my lane and dies to my laner then afks in jungle rest of the match. C) Just get people who are literally refusing to communicate and do whatever they want then end up flaming each other somehow. I have tried everything I can think of. I have split pushed causing multiple enemy's to come to me while the team is what?......farming jungle creeps and last hitting? Um ok then? I generally have the best stats in my game every game. Never lose my lane unless the jungle ints it. I'm getting a ton of toxic people in my games more than I have ever experienced. I have tried to team-fight but the team is so far behind its unreal and they wont play around me who is the most fed on the team. I try to make calls with pings and they ignore it then enemy gets baron and we end up losing.

I just don't know what to do and I'm about to give up on LoL all together. I need help. Low elo is hard and solo carrying isn't a thing anymore like it use to be. I can do well in higher elo and lower elo the only difference is i cant win in lower. Its very frustrating because I have no idea what to do and im just getting flamed every game now and its tilting me to oblivion. I love this game but if anybody that is of higher elo and had the same trouble as me can you please give me tips or something? I just wanna get to the rank I'm supposed to be. Tired of dealing with all this crap.
