Azir's soldiers are already ingame models so it made sense to just use them, the fact that they belong to Azir has no lore implications nor does that fact that Sejuani is here with Lissandra I think it's just because they're showing all the people who Ornn would stand against
the azir soldiers are probably there because they didnt want to waste any resources on making a soldier for just one one minute video
voli wouldnt fight him voli would be frenz with him
