Champion Capsules - Consist almost entirely of "cheap" champs?

I'm level 39 currently.

I own 72 champs - all the 450 BE champs and most of the 1,350 BE champs. So a fair number of champs, relatively evenly distributed in value excluding the very cheapest which I acquired pretty early on in my time playing. In the 9 capsules I have received I have received one shard of a champ I did not own (Brand) and one shard of a 6,300 BE champ I did own (Illaoi).

My question for everyone is have I just been remarkably unlucky or is this standard?

I was, generally speaking, on board with the idea of getting random champ shards which would actually make unlocking champs cheaper as you level up if you unlocked the ones that you were getting shards for. However that doesn't apply if you will almost always be getting shards for the cheapest champs (which you likely already own by the time you hit level 30). To that point I have actually received Warwick 5 times and Nunu 5 times! I feel like I'm playing Pokemon Go again where it's just tons and tons of the most common Pokemon all over the place but at least in that case I didn't have to play a ton of games to get them.

Having read Riot's post about how the system was designed to actually help people get more Champs provided they use the shards they are getting to unlock them that feels quite disingenuous seeing how the drop rates seem engineered to give you the cheapest champions again and again. Unfortunately it's made leveling not exciting so much as an exercise in boredom and frustration. Ultimately it feels like they've In many ways taking the very worst elements of Pokemon Go and applied them here.

You're not meant to get more champions with this system than before the update since you're not buying runes with BE.

You misunderstand. The primary purpose of those capsules is to get you Blue Essence. You get random champion shards when and if when you level the champion shard is not worth enough you will then get more champion shards to fill the difference until you get the amount you, idk, "rolled". In other words, players are going to get a bunch of Nunu, being a great factor, to make up the difference and make the amount of raw Blue Essence equal the amount that you are supposed to receive. Unlocking champions is cheaper and faster because of the BE through how there is more now. Most players would get a bit more or the same BE that you use to unlock champions. There is also the champion shard aspect where there is a discount for buying with the shards. New players get more champions easier, with those low cost champions being easy to obtain shards for making their low cost even lower (And of course, the no more IP runes bit everyone knows about). Experienced players still get the benefit of getting more currency to buy those champions and, of course, are also able to buy champions at discount through capsule of chests.

You are correct in that it's not "exciting". But not everything is exciting, and it probably can't be exciting in the first place. Sometimes, you just eat your cereal with a slice of toast. And that's fine. Gaining a level is gaining a number to add to a different number to equal a new number which may or may not be useful to you in gaining access to something. The game is the interesting, exciting part; the number is the boring part.
