Is there some way to get in contact with Riot to report bad server connections?

I don't know why it happens with League specifically because I generally don't have issues with any other game, but every few patches there's like a solid two weeks where I get triple or more on my average ping. It's not enough that the game is unplayable, but it's enough that it makes the game unfun and I feel like I can't play combo or micro intensive champions.

What's the deal? For the last 3 days League has had about triple my average ping whereas every other online game I have has the same exact ping they always do, so it must be an issue either with Riot's servers themselves or with their agreement with my ISP (Centurylink, the shittiest company btw) that is going wrong.

Do a tracert to the server and send the results to riot in a support ticket, is the best i can think of. They may also ask for specific log files from the game.
