Smurfs and terrible matchmaking ruin this game

I'm absolutely sick of being put into matches with smurfs (either my team or the other team) that obviously smurfs. You look at their stats and their averaging 20 kills and 275 cs. Why can Riot develop a ranking system, but not institute a system that detects people that are much better than their low competition.

I have about three months total. I have about a month about a year ago, and quit playing because just about every game, there is a smurf, or I'm going up against three or four silver or golds on the other team. It gets old. Same thing happening now.

Riot would do themselves a favor by actually caring about the experience of new players. They don't at all.
