Cloak of Deflection seems like a more appropriate name, as the item concept doesn't involve returning any effect or damage to the enemy caster from what you mentioned.
With that stat line only tanks or fighters would buy it even though the active is most beneficial to squishy carries, who are often the target of powerful spells. And if it was a good item for carries it's most optimal use case would just be bullshit. Champions with telegraphed CC like TF would become useless.
