Will I get ranked border in loading screen if I'm honour level 1?

Not your usual crying about how 'unfair' the system is, I was a dick so I dont get nice things which is fair. I know I dont get victorious etc etc but do I get the ranked border?

You need to hit Honor Level 2 or above to get the rewards.

I've been honor 3 untill they chat restricted me back in August (even though I wasn't toxic but oh well, that's another story for another time) now im honor 2 and I've got a pop up saying "here are your rewards for this season" and got nothing...not sure if that's suppossed to happen or not
