Remember that the only reason why you have someone who is not a Quarterback playing Quarterback is because all of the Quarterbacks are injured or MIA doing a Johnny Manziel. Aka Autofill.
You don't have Quarterbacks having a Safety, Wide Receiver or Tight End rating for a position they never play which is what you are suggesting be the case with the proposed changes to ranked.
I think their goal is to make it less like football and more like tennis where each player of a doubles team has to be able to play all positions and all shots.

Would be easier to do if Riot make ADC level reliant and removed the shared exp boost.
Luckily, pro games don't have fill positions, nor really do the college/highschool teams (i.e. Clash, college tournaments, etc).
Pick-up games with people though? Those do, definitely, just like a pick-up game of football. Sometimes you just end up with six guys who want to play Quarterback in your neighborhood game, and you've got to do something with them because there are not enough Quarterback positions to go around.
