Ultimate Skins more of a burden than a benefit?

And before I get hate for the title, I like ultimate skins. I think most if not all of them look cool and bring a lot to the table for the character. But my problem is..Does this maybe hurt the character more? I was thinking about it and well, does this stop these characters from being as easy to rework. What I mean specifically is well, "why would we rework Udyr when we'd have to do even MORE work to his ultimate skin to make it worth buying?". Am I the only one that feels this way? Like I trust Riot's judgements it just feels like this hurts chances of champs that look outdated as hell on getting a visual upgrade.

SG Udyr is what Udyr should've been reworked into and is the reason Riot has no plans to rework him in the future

generally speaking they don't change high quality skins if they're not outdated They updated pulsefire ezreal's visuals not too long ago because they were not very good & I think he's getting another visual update soon?

They can put out higher quality skins a lot more efficiently now than they could back then. I'm sure SG Udyr has already more than paid its expenses and a VGU across the board would require more resources again, but would like resurge its sales. The issue is they're putting resources towards something that a good chunk of people have already purchased, but I don't see this actually interfering with a champion receiving a VGU if they truly need it.
