Ultimate versus Prestige

In the recent Ask Riot, they said the next Ultimate skin isn't happening this year because it takes extra dev time to get there. I'm just wondering how much progress they might've made toward a new Ultimate skin if they hadn't spent time making ~15 Prestige Editions this year. (This number is based on the Prestige skin roadmap from Garena recently.)

The prestige skins are no more difficult to make than your typical 1350. Easier even, since they use modified assets rather than being built from scratch. The thing they cited taking priority over the ultimate skin is legendary skins, and I'd rather have several of those than a single ultimate since the ultimate skin could be for a champ I don't even play.

How are those things in any way connected

That moment when you realize a Prestige skin is just an expensive chroma for a base skin. A Ultimate skins needs to be made from the ground up with Ultimate quality. A Prestige skin only needs an already existing skin.

It's not cause it takes extra dev time, the Ask Riot literally said they didn't get anything that was good to go with. They've looked into ideas for 2020 as well but haven't locked anything down.
