Why Riot let Garena ruin the game.

It's been years since TW/HK server players first complain about how Garena is not doing a good job at providing a stable gaming environment for players. Every now and then, and by every now and then I mean pretty much every single day, a yellow mark shows up on the client saying the server is too crowded and the queuing time will be increased. And when that happens, it literally takes 10+ minutes just to find a normal game lobby.

Garena had proved times and times again they cannot manage to put up a good server for players to enjoy the game, yet Riot still decided to continue their contract with them. Why?
