Why would Riot nerf the heal on Relic Shield instead of the Bandit or Gold Share?

Bandit - Minions that die near you that you did not kill grant 1 gold. Gain 3 gold for attacking enemy champions (once every few seconds). Gold Share - 100% of the gold value of a minion that you kill while you have at least 1 charge.

I am pretty sure it's the gold value from the item rather than the heal or defense that makes Relic so strong. Granted, the lack of sustain prevents them from just hugging turret but the Bandit/Share basically negates a chunk of the gold loss from missing CS in addition to providing Gold Per 10.

Removing the Bandit passive would probably be a bigger step towards balancing Relic Shield than nerfing the heal.

Probably because they want melee supports to exist.
