is it safe to spend BE?
I heard they were changing it (giving us more or something). Did it already happen?

It already happened.
You really don't want to spend your BE right now unless you need to, because the only way you'll get any more is by leveling up and disenchanting whatever "reward" they give you.
what they meant is nobody had 200k BE on the old system. You only needed roughly 17-20K BE plus some old runes bought previously to equal 150K+ BE on the new system
