Intelligent New League Rule (wish)

I am tired of toxic trolls. The one loud mouth that always tilts the teammates and leads to more arguing and typing than playing. League should put in a new rule set that eliminates this problem moving forward. It would be super easy and almost automated not even requiring actions on there part. The only effort would come if someone appeals the automated ruling. If 3 or more teammates report you as a toxic troll abusing chat then you get a 7 day ban from chat. If it occurs again you get a 1 month ban from chat and emotes. If theirs a 3rd strike its 3 months no emotes or ability to chat moving forward. This is automatic upon 3 members reporting you. The only communication you get is pings. Now if a team of 3 thinks if fun to abuse this new system, you are innocent, then you can appeal. Once in appeals a tech can review the in game chat, if its completely fabricated, reporting players not only get the ban but also in place get reporting ability removed. If its mutual both parties are not punished. If you play in a party of 3 or 4 and get reported multiple times by 1 to 2 single players, say 3 matches the same rules apply.
To all the people that say ahhh just mute chat. Look if used by players who are not total D-Bags then it can be a powerful team work tool. Many of my low elo games i've had to direct people to victory, there to fed split push, the 5v5 is a lost cause at this point. Some things cant be communicated through pings. This rule system would 100% clean up chat. If its abused your done period. Keep calm while someone is flaming you in chat and talking all that S then they will be banned. If someone says stay under tower hes to fed, thats fine. But, all the this "garbage ass JG, this JG sucks!" All the, "mid you should kill yourself...in real life" All the, "top do you want to play or take it up the ass more."All the bot is to busy circle jerking to fucking play." WOULD BE ELIMINATED, BASED ON RULE AND AUTOMATION OF THE SYSTEM PEOPLE WOULD GET RESULTS TO THERE REPORTS NOT JUST SILENCE AND VERY NEXT GAME NEW PERSON SAME PROBLEM.
(If my language is bad the answer is to fix your game so we dont hear this daily riot. If this post is to graphic and mature for your ears, why cant you apply this rule so in our games we dont have to hear it for 30 minutes. Please god be offended by this post riot then realize you have a abnormal issue with your community and take steps to clean it up. I have played GTA 5 online, ive played countless COD's ive played so many games over the last 15 years. This is one of my fav to play honestly, however its the most toxic loudest community of any single game of all time, that I have been part of. I have heard similar comments on other games once in a while, BUT NEVER if you play 5 games daily there is a 100% chance someone in one of those games, at least in low elo, will be tilting teammates and causing hate and discontent. No matter how much I say guys ignore him, guys we can still win this pull together, that 1 toxic voice sends teammates in to a typing frenzy and land slides that game to a loss. PLEASE ADDRESS!)
