No 2nd Victorious Chroma Reward for Ranked 2019

For Ranked 2017 and 2018, we received unique chromas for reaching gold+ in multiple queues. This year, Twisted Treeline was removed an official mode. On top of that, the reward for reaching gold+ in multiple queues (2 or 3) this season was just a total of 2 chromas (normal skin + 1 chroma). Why did they remove the Chroma reward for the third queue for this season? I know they got rid of Twisted Treeline at the end of the season, but why wasn't a second chroma offered as a reward for this season so that we get 1 chroma per queue? We didn't find out that Twisted Treeline would be removed until July 2019. It doesn't feel fair that those that grinded endlessly in this mode, aside from the other modes, end up not being rewarded for those efforts.
