What determines if a champion has mana or not?
Ive always been curious. Is it because of like, dashes and low cooldowns? I really dont know but I would love to hear why. Anyone have any thoughts?

Game balance, oddly.
Most of the energy-users are ionian, which suggests it was once a lore distinction, at least when not a balance concern.
Energy bars are meant to be between resourceless and mana, or give champions a way to have very low cooldowns without being able to just smash QWE constantly.
It can vary from champion to champion, but for the most part it has to do with how strong Riot wants them to be in lane. Manaless lane bullies like Renekton and Aatrox are made to be really aggressive early but taper off in the late game. Energy has a similar effect where it doesn't restrict ability spam in lane, but rather how many abilities you can use in an all in. And some champs are just mistakes like Vlad.

Depends on the champion really, mana tends to serve the purpose of limiting the early games of champions while becoming basically nothing late game unless you're Kassadin.
All energy users follow the idea that you have to do something during your combo to gain energy or you're gonna run out really quickly during all in with no way of building around it (IE: Lee's passive, Akali's passive/W, Kennen's passive ex)
Riven/Yasuo/Kat have low cooldown, low impact spells that require many uses to be effective.
Garen is Garen, he has like no range/gapcloser so him having mana wouldn't matter too much plus he was originally a lane bully.
Renekton/Aatrox are lane bullies and tend to fall off late game so them not having mana enforces that idea + Renekton needs to use his fury to deal any real damage and Aatrox goes into the Riven/Yasuo/Kat group with his Q/E
Mundo/Zac/Morde have health costs so it's basically just them being quirky (Morde has his shield too)
Vlad/Rumble are mistakes that Riot is still paying the price for making.
Rengar/Shyvana/any other fury users i can't think about tend to have a unique mechanic to replace it.
How many skins they have
