Why does it take one "No" to be considered a failed 15 minutes surrender?

I just had a game where our Nidalee jungle decides to afk at fountain at the 9 minute mark after dying 3 times, 2 of which I remembered were her failed "counter-jungling". So we attempted to surrender at the 15 minute mark, all 4 of us clicked yes, and then this jungle jack-ass clicked No, stating that we should suffer more for "not helping her".

So technically, all of us have to withstand her bullshit for the next 5-10 minutes, just because it takes one refusal to remain everyone as a hostage to trolling situation such as this. Why is this even a thing? Majority of 4 is already a strong count to propose a surrender.

My only complaint about early surrender is that if someone pops it at 19:50 and it fails, you can't put up another surrender for several minutes, even if 4 people voted yes and would normally have been able to get out right at 20 minutes.

Because you can wait less than 5 minutes to do it after the 20 minute mark.

Because if they made 15 OK with 1 no, They'd have to make a unanimus 10 minute FF and a 3 yes 20 minute FF

Leading eventually to the point at 1 hour where if someone even thinks about /FF'ing the game just quits.
