Either has the potential to be powerful, but with adc you're more team reliant. Adc hits like a truck if you get some items on you and you have the potential to really influence the game if things go well. But you're very reliant on your team, as well. You need a decent support to get you through early game, and even late game you blow up pretty fast without a team to protect you (with some exceptions). Top doesn't have this problem as they tend to be sturdier, and more able to protect themselves. They can make some smart plays with teleport and influence the game that way, but an average top laner isn't going to have the same impact on the game as an average adc, I think. But if you don't want to rely on your teammates and are more of a solo player, this would be the way to go. In the end, every role matters! And i don't think asking which is stronger is the right question to be asking? They're very different roles with different playstyles to think about

Top lane is an island you hardly notice unless you're laning there. And other than the wild teleport play the Top laner generally has no impact on the map until quite a bit into the game, when both top laners start joining teamfights. At that point bot and mid can well have decided the outcome. If the ADC is well enough ahead and plays well the game is pretty locked by the time the top laners start doing anything of importance. Not that some top laners can't get fed enough to hard carry just that usually by the time they're starting to contribute to the outcome of the game it's pretty much a foregone conclusion. You have to get pretty freakin fed to reverse the direction of the game. TP plays are unreliable for you as the top laner as the opportunity simply might not come up. You rely on your team warding well and following up on your TP play. Sometimes you think you're about to get into a 3v2 bot and suddenly it's a 1v2. Tp in behind the enemy team pinging like a madman and your ADC and support just sit there under the turret and ignore you. Then flame you afterwards... Happens a lot.
