I'd argue a kit that doesn't have anything that causes people to go "whoa -- hold on a moment!" is a kit that could be pushed further.
She's CC-light, skill-shot based, seems to have fairly minor heals, and is relatively immobile. She does have some cool strengths, and her E has a lot of utility in it, but champions are allowed to be strong at some things.
I'm going to suggest we see where this lands, because I'm not convinced by any of the "broken by design" comments I've seen so far, especially when they have this little actual analysis behind them.
Preseason 10 was looking good to me, then I saw the trailer. What's worse is the absolute joke of a skin like that is True Damage
She looks fine to me. When she uses her E she doesn't go full-on invisible, you know where she is......she just makes teammates invisible/untargetable. But people need to understand that her E making teammates invisible/untargetable is countered hard by just BEING BESIDE THEM. If you know damn well all the teammates who just went inside her E are low, FOLLOW! When they leave the ability, follow the wraiths, reveal them, and kill them.
In regards to her ult, people act like it's going to have 1k damage and 1k shielding lvl 1 or something. We have other global ults in the game already, it's not the end of the world as long as the damage/shielding numbers and scaling aren't anything crazy, and based off the video they look very reasonable.
Idk, the ult doesn't look like it will do that much damage, that's what most people seem to be freaking out about. The Q and W look reasonable. It's the passive and E I'm concerned for. The scaling on her passive could be dangerous-- but could easily be tuned with numbers changes. The E however seems like it has the potential to be mega busted. Cloaking allies and giving them untargetablility seems kinda nuts, but we'll see when it hits live. At least you can still hit the cloaked champions with skillshots, I guess. I'm excited to play her either way.
There's no such thing as "broken by design". Anything can be made unpowered, balanced, overpowered (and any other words one wishes to use to describe power levels) with nothing but changes to numbers.

If played as adc her kit is broken. It works because she has range and good trading with her Q and w - her auto attacks also pack a punch.
Her passive means if she gets ahead there is no stopping her, which isnt too unreasonable with snowball champs like Draven or Lucian. But it's extremely powerful even when she gets behind and allows her to scale super well into late game.
Her Q is ridiculous simply because it has a heal that scales with ad, something none of the adcs have and if you kleptomancy on her, the early lane sustain is broken. The poke damage is really strong as well since the range is ridiculous.
Her W gives her an AOE root.. no other adc has a such a powerful cc that isnt an ult (ashe for exmple).
Her E Is actually one of the least powerful abilities as adc, but gives her and her supp a speed boost to snowball a lane she probably is winning due to her heal and stun.
The ultimate is better than any other adc in the meta who have long range executes, it can hit more than one champ is global AND gives a shield to allies.
My bigger question is, who's the designer of Senna? That's always my big question before my critic on anything when a new champs comes out.
