I don't think (most) people are upset that she is too sexy, I think people are upset because she changed to be this sexy archetype from what she was before.

She doesn't look sexy at all. The spandex just looks stupid, and the armour that she has really doesn't look that great. Full armour looks way better than the new visuals (see Eclipse Leona for a good example of full armour that looks great). Full armour has always been a part of Kayle's identity and removing it in the rework also feels like a betrayal of the character.

It's not about her being too sexy. It's about an angel of righteousness wearing spandex

I just think she’s better in a full suit of armor. Her new look isn’t bad, but she would’ve looked super cool with a modern design for all that metal in her old design.

A lot of complaints are about something that was already there. Welcome to boards, though. Whenever something is new there will always be that group of people who nonsensically complain about the changes.
