Dodge Penalty help.

So this guy calls jg, waits like 30 seconds, picks his champion, waits another 15 seconds, then locks in. Next thing we know this other guy auto locks and starts saying "F*** YOU N***RS I'M GOING JG AND FEEDING ALL YOUR LANES! and just goes on more and more in depth following the same verbal talk he was just saying. So at last second i decide it is so not worth it to play with someone that toxic. So i leave the game, i log back in and go to play another game and now i am punished for leaving? i have to wait 15 min to play another game. I understand they have to punish for people who troll and leave the games to wast people time. but could they not simply put in a button that if 3 or 4 people hit to dodge the game to avoid situations like this. almost like a surrender vote but for champion select because its crazy to punish someone who trys to avoid a toxic game with someone like that. what do you guys think i would love to hear others opinions. Too many people would abuse the system. Nevermind running into trolly people voting to dodge just for the heck of it (which would happen a lot), what about premades? They'd abuse this to the point of other people never finding a group again. This would extend queue times dramatically. You should have just played and reported them after the game. At least there would be the added benefit of getting someone toxic caught.
