Now that it's Season 9, is the roulette matchmaking fixed?

That's the most important topic for me. I can endure anything as long as I'm grouped with people who actually know what they're supposed to do in basic situations. Hate that teammates are almost randomized in performance level. Go from a team full of competence to the sudden bot (literally) and "Oh, I didn't know you could hit wards" ... [sg-janna]
