I get what you are saying but some time ago Fighters used to build lifesteal because it supplimented their defensive stats but riot then gutted defensive stats on top of Increasing % hp damage across the board and % penetration. Health is actually anti synergistic to fighters Tanks mainly used to build health and fighters built flat Resistances because they could lifesteal and regain health they lose and the lifesteal let them turn that into more effective health than stacking up on black cleaver steraks then tank items.

I think you have bigger problems then the Garen not building tank.
