Ranked Solo/Duo que Matchmaking

Hello everyone , im going straight to the main part which is obvious even from the title , so i've been starting this account as an experiment to test the ranking system , and honestly is kind of horrible . So i've had this idea that Riot should change the requirements about joining a ranked game , for example right now as im writing this discussion the only requirement is that a player needs to be level 30 to join a ranked game , instead why not have the honor level as a requirement , for example a player with honor level 3 is much more experienced and much better at the game as a player that just started and got to level 30 and want to play rank . Often this is seen as a troll when players int on a ranked (which may be on purpose and may be not ) and as a result we keep reporting them and they get banned (deserved or not) . This would make everything much easier because you will have good players on both teams and the game gets more fun more exiting . Having honor 3 or 4 as a requirement would also avoid many smurfs that ruin gaming experience for lower elo players as honor 3 takes a while to achieve , also this would avoid alot of people that play ranked for their own pleasure to see people get mad when they feed on purpose .
