Depends on what you mean by worse, and potentially a lot of other factors.
I assume you mean worse in skill, but even that has no easy answer. How fast are they climbing and falling? Is the silver poor mechanically or just prone to tilting?
most new players start with silver/gold mmr. so in placements its usually silver and they are always a detriment to the team. 100% deranking silver.
