Up to 3.5 seconds from 3, then up to 4 seconds for the channeling. Now they bump the cooldown up a full minute.

They just keep making everything worse and worse and less efficient until there's only Flash and Ignite left. You know what was the only summoner spell that was buffed recently? Ignite.
