if singed dies 16 times top he's bad
if a good singed dies at all top lane it will always involve jungle assistance and any time the jungler spends killing singed is wasted time because singed will always end up farming anyways and you're not getting kills for lanes that will actually snowball

He is just playing singed, like the other guy who is just playing disco nunu, what's the problem here? It's completely fine as long as they don't type the n-word in chat.
Singed players have superior intellect.
He's a champ who can pressure the map and waste the enemy's time, even while racking up (or even after racking up) a poor KDA. Same with Karthus and Sion. Not many champs can do that. Rubberband experience and killstreak bounties mitigate the collateral damage.
That's the reason for the meme. There is a line though.
