Easy Zoe fix - make her E a trap and not a skillshot
By that I mean - she can still aim it, she can still shoot it over walls, but an enemy will not be hit by it or be affected with drowsy until the Bubble has already popped and is laying on the ground.
This makes Zoe’s E somewhat similar to Viktor’s or Nidalee’s traps, and provides ample Counterplay and time to react. With this change, it won’t longer be “unfair” for someone to get put to sleep because the person would have had to already seen it fly past them, pop, turn into a trap and then walk into it.
Also possibly make it so that CD doesn’t start until the current trap is either stepped on or goes away.
